Urban agglomerations in the modern post-industrial economy are the main centers of economic activity. Modern urban agglomeration are beyond the the existing administrative structures, they require special mechanisms of regulation and control, special approval procedures. In the Russian Federation agglomeration as an object are outside the scope of state and municipal government, and in the legal field, there is no notion of "agglomeration" ("agglomeration").
